I am directed by Earl Curzon of Kedleston to transmit to you, herewith, to be laid before Viscount Milner, a copy of a Note from the French Ambassador, together with a copy of an affidavit by Dr. A.Gaston, an Alsatian, regarding his treatment by the British authorities.

2. I am to request that full enquiry may be made into: the circumstances of Dr. Gaston's arrest and detention, and to add that Lord Curzon considers that, if the facts stated by Dr. Gaston are substantiated, it will be desirable that His Majesty's Government should pay him suitable compensation.

3. A similar letter has been addressed to the Admiralty.
